Servers playing with fire tick disabled is pretty common for a few reasons, but I think the biggest dealbreaker is that lightning can cause fires which sometimes don't go out, damaging player builds without their input. With this behaviour removed leaving fire tick enabled seems more viable, which could be fun.
Apparently lightning already behaves this way on peaceful and easy mode.
