Water_Fills_When_Breaking: Stop from happening beside waterlogged blocks, or more configurable #96

The current functionality of water source blocks filling in when a solid block next to it is broken has some issues that make it really impractical in some cases, especially when involving waterlogged blocks. Some examples are: Cobble generators involving waterlogged stair blocks as the water source, when lined up in a row for various reasons- when the cobble is broken, the water fills in its spot, and instantly flows, turning the lava beside it to obsidian; accidentally placing a water bucket that waterlogs a block, then placing a block to stop the water from flowing out, breaking the block to then quickly bucket the water before it spreads again doesn't work since the block space gets filled with water instead, etc.

I'd ask for one of a these things: -Configurability to stop it from affecting waterlogged blocks as if they were normal water source blocks -Configurability to make it only happen when holding sneak or a configurable keybind -Configurability to toggle the feature on or off per client whenever they please on a server that has it enabled
