Convert stack to iidy outputs incorrect version date format #189

When using the stack converter the output template had versions like

AWSTemplateFormatVersion: 2010-09-09T00:00:00.000Z and 

PolicyDocument:
        Version: 2012-10-17T00:00:00.000Z

The timestamp portion should be trimmed
