Add Email Notification Support using AWS SES

Story:

As a CSXL developer, I want an API to send email notifications, so my features can bring users back to the app more intentionally.

Example use cases:

• Workshop leads blasting notifications / updates to registered members
• Student orgs being notified of member join requests
• Student orgs blasting notifications to members
• CSXL email updates to students and members of the community
