Missing code list relationships #132

Many relationships from attribute to codes lists are missing. For example Measurement.typeCode relationship to UNCL6311Code. This is caused by a lot of TDED values are missing on the input file. At some point if a better source file is established, these relationships should be established for all uses of code lists.

Here is an example of an attribute value which is established - this is how all uses of code lists should look like:
