chore: code refactoring to properly support outputs generation #158

This PR includes some code refactoring and README.md updates for proper output generation:

files from resources directories are used when a jar file is executed
unece vocabulary and context files and UNCL code lists are generated with a single run
README.md file is updated with the comments on how to use the jar file

This PR doesn't change the the set of properties, classes and code values published before.
