BSP 22A from json schema #171

This is an additional PR for #168

It includes:

  1. code lists processing
  2. adding codelists values to the main vocabulary
  3. removing the transformers which are not needed anymore - for UNCL and Recommendations.

The outputs are available for review at the test endpoint: https://test.uncefact.org/22A/about

For the vocabulary update the PR has been raised in uncefact/vocab-trade#6
