Minor fixes in schema references and sample values - update v0.3.9 to 0.3.10 Add richer content and snippets to DCC page Refactor DTE page to align with DPP and DCC and add initial snippets

One more iteration and these pages should represent complete and implementable pilot test ready specs.

@kshychko, can we please do the publishing on this repo too, pls? It's confusing where to find artifacts.
