Create UNTP Implementation Guidance

Provide potential collaborators on guidance on how to experiment and/or implement the UNTP

@zachzeus Perhaps we can employ some standardised guidance in this regard, at least for vocabularies for UNTP:

For example,

• for vocabularies we can perhaps employ well used standards like DCAT (see: DCAT Motivation)
• UNTP can take a role in IRI indexting (see: DCAT identifiers and linked.data.gov.au IRI state management)
• Others...

This is about metadata to support implementation. Status for DPP issuance and status could for example employ something like the linked.data.gov.au IRI guidelines (linked above) to ensure that DPPs have globally recognised state management.

This will help ensure that vocabularies are resolvable which will matter when it comes to mapping "localised" vocabularies to global vocabs, and will also help to ensure formality regarding the maintenance of vocabularies.

If there already exists guidance for DPP state management, could you please provide a link?

@Semwodg - I think the discussion about vocabularies may be better suited in other sections. I'm inclined to keep this section high level and vocabularies get complex fast.
