This pull request https://github.com/uncefact/spec-untp/pull/63 was made by @nissimsan - there have been several discussions about value of verifying identifiers - I wanted to capture them here and if necessary put the concept in the correct location back in UNTP.

I honestly think it's quite un-controversial to remove a placeholder header. :D I found it awkwardly placed, but I may have missed the point...?

I'll review this in conjunction with the recently added Identity credential
