Why

First part of the Facet Belief score.

What

Really simple Filters VueX store and types.

How

Named it Filtres in french to be able to work on it without having to rewrite the whole LexBar filters setup.
Created a Route utils to start decoupling access to the URL (aka the route) from the rest of the utils.

Testing

There is not much to test for now as it's not implemented anywhere. This will be leverage in the next PR where Bgraph results are aggregated and added to this Filtre VueX store.
