Convert to Dist-Zilla and add a META.json. #14

This is part of the CPAN pull-request challenge. I converted away from M-I which is undermaintained, unloved and going to break soon to dzil and then added a META.json file. Please consider merging.

Hello, thank you for the pull request. Need some time to consider this as I am conservative and do not like to change technologies that are tiny and works. At a moment do not see how it improves the module. Would prefer ExtUtils::MakeMaker
