Release 1.2.0 Version

This merge brings over all of the changes from the 1.2.x release series on the parent theme. From a high level view

• Updates all packages including updating Bootstrap to 5.2.2
• Brings over all CSS changes from parent theme
• Re-compiles all assets
• Adds full composer.json scripts for PHP linting/validating (phpcs, php-lint, phpmd, phpstan)
• Minor cleanup to build scripts
• Includes the skip-link fix
• Updates the gitignore file
