Support MacOS ARM #685

I am planning to revise and improve the underthesea_core to guarantee its functionality with MacOS ARM.

Update 1 (2023-06-07): At present, Github doesn't provide support for MacOS M1 as per the issue https://github.com/github/roadmap/issues/528, so I'll need to establish self-hosted actions.

Update 2 (2023-06-28) I've set up a self-hosted host (on my own Mac). It now supports Python versions 3.8 to 3.11 for MacOS ARM. I release underthesea_core version 1.0.4 for MacOS ARM.

Update 3 (2023-07-04) It is my pleasure to inform you that underthesea version 6.0.3 has been officially launched, now incorporating support for the MacOS ARM platform.
