Support python 3.12 (2024Q1)

Python 3.12 was released as a stable version 3.12.0 on 2023-10-03. This issue addresses adding support for the new version.

Update 2024-03-19: At the moment, conda have supported python 3.12. I will do the task list to support python 3.12 in underthesea
