Hebrew goes left-to-right in some programs

Skype, notepad++ on windows 8 x64

What steps will reproduce the problem?
1. Writing hebrew in skype or notepad++.
2. Looking at it.
3. Realizing that its left-to-right

What is the expected output? What do you see instead?

Hebrew should go right-to-left.

What version of gdipp (including renderer)? On which operating system?
Latest Beta.

Please provide any additional information below. Screenshots always help.

Disabling x32 bit gdipp service fixes the issue
