Without this the install fails in systems where sys.getfilesystemencoding() is 'ascii'.

(My name is to blame for this—it contains a special character and it's in the README.)

As you might have seen, 3631ba99ede6d9195fe010091b1b29dbfae361ea made this PR obsolete. Thanks for the contribution, anyway!
