Target cluster script #154

Description

Changes:

Misc setup script fixes;
Generalize Zora View Kubeconfig setup script;
Create template for View Kubeconfig script generator;
Create template for target cluster script generator;
Add the Make rule \<script-consistency> to automatically generate both scripts;
Place the \<script-consistency> rule as a dependency of the \<generate> target;
Automate license addition when generating these setup scripts;
Describe the new \<target_cluster.sh> script in Zora's documentation;

How has this been tested?

With Make and a virtual cluster.
