Tab key not working when no component has focus #6

Have tab key give focus to first focusable component if no component has keyboard focus, or, if shift is down, the last focusable component.

Still needs to work on the component with highest tab index

I.e. does not select the component with highest tab index in cases where that is the only visible focusable component. Selects nothing instead.
