Critical - not possible to invite other roles in a case #771

the problem

In the prod Create a new unit Pick the role tenant Create a new case Try to invite the landlord to the case

expected result

List of all the possible role for the unit is displayed.

actual result

The only role you can see is "Tenant"
Impossible to invite a role other than the same role as yours.

why is it critical

A key functionality of Unee-T is missing.

Re-visiting this, this is not a bug an Unee-T behaves as expected: The person was invited to the unit by the owner of the unit ---> invited users are not allowed to invite other roles in a unit that they do not own.
