Maritime boundaries should be removed from the MapX basemap #834

Before releasing the next version of MapX in production (ETA June, 14), the maritime boundaries (id = maritime) should be removed from the MapX basemap.

Available on staging. The fix has been tested and MapX works fine. This fix will be deployed in production in mid-June.
