Catalog improvements #11

This finishes https://github.com/unfoldingWord-dev/door43.org/issues/522.

The catalog function was updated to allow the catalog to continue building if an invalid format was encountered. These builds are considered incomplete and will log errors and produce emails just like a failed build.

Two new fields were added to the catalog response object:
