User Story

As an translation manager I would like the ability to upload files to be associated with the event for the purposes of storage and retrevial

Definition of Done

[ ] Check to see what limitations exist for uploading files
[ ] Prepare to inform the user if limitations exist
[ ] Create an interface for file storage or for file downloading.

From Paul Foxworthy "The documents we would attach to an individual event charter would likely be simple Word and PDF documents and scanned images of signed Statements of Faith and Translation Principles. We could have as many as 50 to 100 we would want to archive."
