Create an interface to assign WA region information to GL #412

User Story

As a translation manager I need a way to add, modify, or delete languages to the WA Region listing in order to reflect changes that WA may make to their GL or region planning.

Definition of Done

This list is currently entered manually by Tim Jore and is hardcoded into TD, not pulled from a JSON file. We need a way to enter, modify, and store this information.

Requirements

[x] Access restricted to GLDirectors (?)
[ ] Able to view all gateway languages, grouped by wa regions
[ ] Able to assign, un-assign, move gateway languages to and from wa regions
