Tag repos to indicate when published #37

Instead of placing a "READY" file in the repos we will begin creating a tag in the following format:

R2P/yyyy-MM-dd/HH.mm.ss

NOTE: R2P stands for "Request to Publish"

The tag should not be created if one already exists on HEAD.

In conjunction with #10 , please include the tag name in the request to publish so that tD knows exactly what commit to pull.

@jag3773 I updated the format above so it would fit within tagging constraints.

Just noting that this is already implemented in Android. Though it still creates the READY file for compatibility with the old door43 setup. Once we move to gogs the READY file code will be removed.

@neutrinog Maybe let's use "R2P" instead of "Published".
