Dynamic API: Version Comparison #47

We need an simple and easy to use version comparer. For example, if I want to compare English OBS version 3.2.1 with 3.2.2 I should be able to select those for comparison.

We need an API endpoint that can serve this information up. Currently, this information would need to be culled from the respective git repository for the given language. If we move to a DB backing then the information would be there.
