Convert and Update Documentation for tX

Story

As a developer I want documentation on tX so that I know how it works and can figure out how to contribute.

Notes

Originally, the tX architecture was documented in our Wiki, including API examples and architecture. These need to be converted and updated such that they show up on the readthedocs site (see #408 ). The following pages need converted and updated:

• https://github.com/unfoldingWord-dev/door43.org/wiki/tX-Development-Architecture
• https://github.com/unfoldingWord-dev/door43.org/wiki/tX-flow-path-and-resources
• https://forum.ccbt.bible/t/door43-org-tx-development-architecture/65
• The READMEs of tx-manager and tx-manager-lambda should point to the readthedocs site(s). Any information that's on these pages should be moved into the readthedocs sites as well, so that it is all combined. See #405 .

End goal: unified & updated documentation on the tX pipeline on a pretty readthedocs site.

@RobH123 Now that we have the tX system converted I would like us to spend some time updating the documentation and clarifying where and how things work. Maybe we can discuss the scope of what needs done in our next meeting.
