For TWL, no add button exists when there are no TSV items since the add buttons are in the individual rows

• [ ] Do not display delete button if no items in tsv resource card

Test Instructions

• [x] Either navigate to a reference where there are no TWL items or delete all current TWL items (make sure you are on QA)
  • [x] Verify that add button shows in header when there are no TWL items
  • [x] Add tsv item to TWL and verify that TWL shows
• [x] Do the same for either TN or TQ. Verify that delete button in header does not show when there are no items

Looks good in v2.1.0 build 868a6c3 QA. Add button is available for TWL when no content is available at first. Delete button is not available unless a row is added.

When navigating to a reference where there’s no content or has been deleted in TWL, user can see the add button in header. Delete button shows up when user adds a row. Tested with v2.1.0 build 868a6c3 QA.
