Auto Detect and enable OBS support

Auto Detect and enable OBS support - this is the first issue that adds the ability to select OBS as book if the GL has OBS. The goal of this issue is just to make it possible for the user to select OBS, not to make everything work. This will allow developers to start working on other issues in the EPIC.

• OBS detection:

  • On startup/language change - check for _OBS repo
  • On OBS detection
    • Enable OBS as book option

• when user selects OBS book:

  • Disable Scripture cards
  • Enable OBS card

@elsylambert @danielklapp - this is implemented in latest dev build

Note that all this PR does is detect if OBS is available. Very little OBS functionality works. OBS pane will show an error in it. Make sure that the bible resources still works correctly

Test Instructions

• [ ] test with https://deploy-preview-630--gateway-edit.netlify.app/
• [ ] select unfoldingword/en
• [ ] if it comes up with OBS already selected as a book and the obs/tn or obs/twl is not showing content
• [ ] after startup should be able to select obs and see OBS/tn and OBS/twl data:

• [ ] select a regular book of the bible and make sure GWE still loads bible content
• [ ] to test that it will detect when OBS is not present, change to test_org/en and should not see OBS as an option

Tested on https://deploy-preview-630--gateway-edit.netlify.app/ with v2.3.0 build 8c833a6 QA. Obs is detected when unfoldingword/en is selected and card is opended. Other resource cards do not show content. Works as per the DOD of this issue.
