Describe what your pull request addresses

[ ] If you open the same book by URL, you get a different instance time. It doesn't recognize that it is the same book. This PR corrects that

[ ] Open a book by URL (https://qa.door43.org/unfoldingWord/en_ult/src/branch/master/61-1PE.usfm)
[ ] Try to open a second time.
[ ] Observe the "book already open" message in lower right (the "snackbar" UI element)
