No error message displayed when clicking on links to licenses when there is no Internet connection #3683

The problem exists in multiple places:

  1. All Creative Commons license links on Licenses page in stepper
  2. License link on Creative Commons page behind Terms and Conditions of Guest login
  3. All links on page displayed when (i) next to tC version is clicked
