in WA tool verses incorrectly show up in filter as having unaligned words

Steps to Reproduce

• https://www.youtube.com/watch?v=eJY5ik3xlvQ
  • Imported project: https://git.door43.org/ru_gl/ru_rlob_neh_tcore_checked_tW-checked_tN-checked
  • GL is en/Door43-catalog
  • some alignments broken
  • filter for invalidated alignments:
    • correct the invalidated alignments
  • filter for unaligned words:
    • first two verses (2:13 and 5:7) could not see any unaligned words.

Expected behavior: WIth unaligned words filter on, verses Verses without unaligned words should not be shown.

Notes:

• if you leave project and come back, then when you filter for unaligned words you do not see any. So this bug seems transient.
• the bug seems to be in the alignment state reducer.
