Task/4340 cache busting for all static resources #630

All static files name are appended with a content MD5 hash when using collectstatic, to ensure that any change to a file results in a unique name. This will prevent stale outdated cached files (css/js) causing unexpected behavior.

following pages are excluded in this PR (because we haven't set up dev pages for these)
