[debian_buster] Update to Chromium 80.0.3987.132 #82

Notable changes:

Debian's VA-API changes are used instead of Fedora's.
Node.JS is added as a dependency.
Arch Linux's zlib patch is removed in favor of Debian's.
Debian's patch to maintain compatibility for libopus v1.3 is added.

Current issues:

Most patches have only been refreshed up to 80.0.3987.116. They still need to be refreshed for 80.0.3987.132.
System libre2 is too old. The bundled one must be used for this to build.

@tangalbert919 Should you wait until after my updates to the new debian_sid have been accepted? I think it would mean less work, no?

I agree with @braewoods, I think either #79 or this PR should be re-based on debian_sid, since this will be the new development workflow from now onwards. Closing this PR for now.
