Migrate source validation CI from Cirrus to GitHub Action #158

As described in https://github.com/ungoogled-software/ungoogled-chromium-macos/pull/157#issuecomment-2027604888, we would migrate the source validation process from Cirrus to GitHub Action to prevent issue like Cirrus queuing the task but not running it.
