Storing

Store per run_config, how the adapted, radiated snn failed. Do this by storing per run_config:

• [x] All timesteps and neuron names that had a different U value than the unradiated adapted snn.
• [x] All timesteps and neuron names that spiked/didn't spike when the same neuron of the unradiated adapted snn didn't/did spike.
