This PR adds custom css and changes the theme to correspond to the NEST documentation style.
Images are adjusted to be a bit smaller and more requirements are added since there a quite a few requirements beside the new theme that are needed to actually build docs.
Note that there seems to be an issue with nb2plots (specifically one of its dependencies sphinxtesters).
If using Python 3.12 (Sphinx 7.3.7), an error occurs during installation with sphinxtesters package.
However, with Python 3.9 (Sphinx 6.2.1) the installation works.
