Add pdk validation workflow #17

This adds a pdk validation workflow. To make puppet-lint(mostly) happy, a couple of code adjustments are added. Three warnings still remain. Once they have been addressed, the option --fail-on-warnings should be added to .puppet-lint.rc.

The 140 character check performed by puppet-lint is disabled.
