Summary

As a user of the system I'd like to be able to contact another user via email

Acceptance Criteria

  1. User can contact other user via email or webform

Constraints

  1. User needs to be logged in to submit form/send email
  2. Email address of recipient is held confidential
  3. CC sender
  4. Log even
