Exporting of the HACT Dashboard

1. When downloading the HACT dashboard, the file is saved as "All Files" type. This should come as a CSV automatically.

2. The file name should also be "HACT Dashboard" rather than "download"

@mpawlowski85 can you please provide more information on the issue here? perhaps best detailed as part of the next QA process? It seems to work in Chrome as desired but IE is forcing it to open in the browser (which might be the issue you are identifying).

@mpawlowski85, this issue has been reported again by Nigeria CO. They have to manually add the CSV extension before being able to open it. When is this issue going to be worked on?

To add here @kasfaw & @mpawlowski85 : when attempting to export file in IE, the file opens immediately.
