[x] % disbursement - include the comma separator
[x] % disbursement - round up to the nearest dollars
[x] % disbursement - % calc should be taken from the bacend API (infinity thing)
[x] default view - signed|active|ended|suspended|terminated
[x] The export does not bring in Section and Field Office

We made a change to api yesterday, that is why these suddenly don't work. Will address them today @robertavram @mpawlowski85
