Show data on Analysis tab #1029

No data is shown in the Indicators tab of the Analysis section unless you select the specific admin level that the data is reported on. Should show all by default. When you do that it shows the list of indicators and the header shows the % against target BUT there is no data in the graphs below

In the filter (in the Analysis section and Reporting Results) the list of locations is the full list of all geographic units at that admin level. It wold be helpful only to list those where an indicator has been set (i.e. only 'used' locations).

@KKaselkar We built the filters for this reason. DB query would be super slow. Leaving as enhancement for the future.

as per our convo that it will show data if exists for Admin Level 0
