:memo: content: Redirect Data category pages to UNICEF DS & AI Toolkit #135

Do not merge this PR before unicef/ooi-toolkit-ds#9 and unicef/inventory-hugo-theme#134.

This commit adds redirects from the "Data Ethics & Transparency" category pages to @dalvarez83's Data Science & A.I. Toolkit. Combined with unicef/ooi-toolkit-ds#9 and unicef/inventory-hugo-theme#134, this migrates the content into a more suitable and thematic home.

Closes unicef/inventory#128.

Oops, this wasn't ready to merge yet @dalvarez83! 😅 We're still waiting on unicef/inventory-hugo-theme#134.

@Neha9849, I would appreciate it if you can make an expedient review of unicef/inventory-hugo-theme#134 in your morning/afternoon so we can get these redirects working. Then we can finish this change and either of us can update the theme submodule in the Open Source Inventory site so it has support for the redirect layout.
