Some form data downloads with a generic "download.[xlsx/csv]" rather than customized filename

Behavior on a small set of surveys (I can't see a commonality between them) is

1. Edit Page
2. Click on number of responses, arriving at Form Data with list of submissions
3. Click download xlsx or csv
4. File downloads with filename "download.[xlsx/csv]"

Desired behavior (normal behavior across almost all surveys) is eg

1. Edit Page
2. Click on number of responses, arriving at Form Data with list of submissions

4. File downloads with specific filename eg "survey-Bizga savol bering!_2023-07-21T142553.xlsx"
