Offline access (short term)

Users should be able to view and interact with (some) pages.

Store data from offline interactions to send back to server, or disable (this list is likely incomplete atm): Send back:

• questionnaire responses (details, e.g. how to deal with multiple submission, display pages based on logged in status TBD. See also #219)
• Reading progress (pages that you've viewed)

Disable:

• Search
• password change
• chatbot

For reference:

Medium-term #511 : render pages device-side using data (e.g. via a DB) rather than caching

Long-term #510 : render pages device-side (using same rendering code as on server)

Current behaviour

Following pages are cached

• hompage, sections, articles, footers, polls, surveys, quizzes

for polls, surveys, and quizzes, only first page is stored in cache and on submission we get network error
