Image size optimization during upload #922

IoGT hosts images which are of several different types

Actual photos
Illustrations
Infographics

How can we improve optimization of image size for each of these?

Some ideas

Ask users what type of image this is, and eg convert a photo PNG to JPG based on this input
Lossy PNG optimization eg Crunch
Convert uploaded image to eg lossy PNG 75%, lossy PNG 50%, JPG 75%, JPG 50% and show them in order of file size so the user can choose which is the lowest filesize with acceptable quality (retain original upload)
