MAINT: drop support for Python 3.6 #135

Drop support for Python 3.6:

removal of api/requirements.python-3.6.8.txt
removal of Python 3.6 CI workflow
document the fact that we stopped supporting Python 3.6 in docs-website/docs/technical/development.md providing the reason

Will make sure this is repeated anywhere else in the docs as needed! Think I remember some contributors during the Outreachy application phase only using 3.6. Will make sure it's clear an upgrade is needed in other places too.
