FEAT: Discord bot for Kindly #149

Look into building a Discord bot that would flag any messages that have cyberbullying intent. Bot would analyse new messages and either post a comment or reaction to flag any cyberbullying. Link to contribution - to increase awareness and reach.

Find partners who use Discord (particularly with children/teens/young adults), who would be willing to add the bot to their channel.

@nathanfletcher @amreenp7 Waiting on permissions to be granted for the Discord bot on the Azure console. Will then be able to test and do the final touches!
