Add option to color schools by distance to nearest health facility #3

Get health facility locations from https://data.humdata.org/dataset/colombia-healthsites.

Write script that calculates distance between each school and nearest health facility. Then assign each school a score between 0 and 1 based on comparison with other schools/facilities, and add to mpio.json.
