Update README to explain project, how to set up #58

This repository has no README – a thorough README will help others visiting the repo to understand the project and get a grasp of how to use it and set it up.

I'm planning to work on this and put together a good "front page" view of the repo. I'm building understanding now and will need feedback from others to make sure I have the picture right. 🙂

A first draft is available in this Etherpad. @mikefab, @carloscdias, and I are having a quick meeting tomorrow morning to run through setting up a development environment, and then I hope to finish it.
